One topic that does not convince everyone. This is the bill opening the French market of online games that causes controversy among all concerned Poker French. In March 2009, Budget Minister Eric Woerth presented a bill to stop the legal cacophony causing an obstacle in the development of online poker in France. This bill scheduled for early January 2010 is inconsistent with the laws of the EU and suggests that the law would never be ready on time. Before being submitted to a vote by the Assembly and Senate, the project was revised several times calling into question the large monopolies such as the FDJ and PMU, not including casinos experiencing the crisis by bringing in large numbers difficulties. Most are betting that the project will be implemented in early 2011 …
Bill opening to competition and industry regulation of gambling and money online, which allows to legalize the activities of operators and players in France, solves many problems but causes others concerns such as rate of return to players of 85% is too low compared to international equivalents of 90% to 95%.
This law also prohibits the parties’ inter-operator “and adds a new tax on bets in poker on the internet (1.8% capped at 0.90 E). To be applied, the law could cause the closure of the borders of virtual poker rooms online acting on the national territory. This situation is unacceptable for players who might opt for the status quo to continue making up games on foreign sites.
From a technical standpoint, nothing will force the French players to continue playing on foreign sites … Apart from a severe filtering access to certain online poker sites. Except that screening might pose the same problems as those of the law fighting against illegal downloading, the web laws now in its second revision. This bill seems almost like a law in the French UIGEA, which has few benefits and many restrictions. Just as limiting the French players to have a single bank account in the EU and verifying their identities with the operators holding the license. But this constraint is avoidable by creating an electronic bank account on the international sites!
It is still positive points about the law to players and operators of poker sites online. Those who hold a license will be renewable subject to national laws in order to protect consumers. There will be precautions taken for the players, imposing a specification to candidates in terms of compliance and security. Licensed operators will then advertise and increase the speed of development of poker in France.
Senator Trucy, rapporteur of the Senate text says that hearing Eric Woerth will be held January 13 before the Committee on Finance of the Senate. The Committee discussed the text January 19. Thereafter it will take about fifteen days before the expected arrival in open session. Hoping that the time interval will launch from February 2.
The law will probably not be ready before the World Cup football in South Africa in summer 2010 … The FDJ and PMU will be by then, yet the only authorized and well placed to take advantage of the event for paris Online Sports.
